Then we waited a week to let the POR15 cure then we used the pro Fluid Film kit to spray the exterior of the fraem then used the wand to do the inside. Next day we painted using POR15 and did two coats letting it tack up between coats so it didnt drag on the second coat. So once the rust was off we cleaned everything with degreaser then etched with the spray and left it overnight to dry. Also if you take off surface rust, you are exposing bare metal which needs to be etched with either the POR15 etching liquid or a self etching primer. We did no repairs on surface rust since POR15 is meant to paint over surface rust just fine. So what me and my dad did on his 4runner is we took off the loose rust with a needle scaler, super helpful for any flacky rust.

Problem is unless you live down south its too cold for the paint to cure properly the surface has to be extremely clean of oils, grease, rust, dirt. Then this is the only place i might use POR on a vehicle. Pressure wash that to remove the residue and test it with a wire brush so you know the acid penetrated and it didn't just convert the surface and you still have rust under Use a Rust Converter with Phosphoric Acid that will neutralize and convert the rust not a stranded it has to be twist braided.
Then use a 4 inch grinder with a braided wire wheel. What I would do if I was you and had surface rust. Most people are saying don' t use undercoating
